Why would one site need two different fill programs?

Because the Triangle straddles the basin boundary, and borrow character can change within a haul route. Each material gets its own moisture-density curve and its own conditioning approach; testing one against the other's curve produces confident nonsense.

Do lab and pharma projects change the testing scope?

They raise the documentation bar: vibration-sensitive slabs, tight flatness, and commissioning-grade records. The ASTM methods are the same; the reporting rigor and coordination with the owner's quality program are where these projects differ.
