The foundation is on rock. How is it still moving?

Usually because only part of it is. Clay seams, fault-zone transitions, and fill wedges against rock create mixed bearing, and the rock-supported portion holds while the rest moves. Borings at the distress locations establish the actual support conditions.

Can a sinkhole or void be the cause here?

West of I-35 it is a legitimate hypothesis. Karst voids in the Edwards limestone do occur, and the investigation can pursue it with borings and, where warranted, geophysical methods before anyone commits to that explanation.
